Emergency “green transport” laws used by councils to close roads and force through cycle lanes are to be challenged in the courts as a businessman claims the schemes are legally flawed. Erik Pagano, from North London, has launched legal action against Islington Council claiming it failed to carry out proper consultation or correctly authorised those making major changes to the road network.
