The multiannual energy program (EPP) must set priorities for action by public authorities until 2028 to define the production and consumption of energy in France, in order to reach the energy transition objectives . Unfortunately, it has to be said that successive PEPs in recent years have made promises that were never finally fulfilled. As a symptomatic example, the closure of coal-fired power plants or nuclear power plants, decided by the previous EPP (October 2016), has stumbled not only on the lack of decisive measures to increase our energy performance, but also on the lack of authority with respect to producers, who still aspire to increase electricity consumption.

In terms of photovoltaic energy production, France is far from being the most advanced country. To catch up, it is urgent to promote self-consumption, to integrate this practice into the code of construction and housing, to set up effective financial incentives, and to guarantee safe and efficient electrical installations.
